Strategické zásoby sú pri ropnom šoku dôležité. Ale samy osebe nestačia. Rovnako dôležité je, či v priebehu týždňov dokážu krajiny znížiť spotrebu ropy, najmä v doprave, a či pomoc nasmerujú na tých, ktorých cenový tlak zasiahne najtvrdšie.
